The three-layer park fee structure

The most important thing first, because almost all online quotes get this wrong. Tanzania national park fees consist of three separate layers, all charged per 24 hours: (1) Person/conservation fee — per person, per day; this is what is usually quoted. (2) Concession/accommodation fee — if you stay overnight inside the park, you pay an additional concession fee per person per night on top of the entry fee. (3) Vehicle fee — per vehicle, per day; on shared safaris this is split between all passengers. All three layers attract 18% VAT on top. When comparing quotations: always ask whether all three layers and VAT are included.

Ngorongoro in detail: why it costs more than it sounds

Ngorongoro is managed by the NCAA (Ngorongoro Conservation Area Authority), not TANAPA, which means a separate fee structure. The entry fee is USD 70.80/adult/day. The crater descent fee is USD 295 per vehicle per descent — not per person. A jeep with four passengers on a crater day costs: 4 x USD 70.80 = USD 283.20 entry plus USD 295 crater fee = USD 578.20 before VAT, roughly USD 682 with 18% VAT. Per person in a group of four: approximately USD 170 in fees alone for one crater day. This figure rarely appears in brochure prices.

Kilimanjaro has its own structure: for an 8-day Lemosho route, fees come to approximately USD 560 conservation + USD 350 camping + USD 20 rescue = USD 930 before VAT, approximately USD 1,097 with VAT — in park fees alone before the operator, guide, and porter costs.

Budget camping safari (USD 200–300 pp/day): includes parks, camping, vehicle, guide, and meals cooked at camp. Shared vehicle with 4–7 people. Public campsites in or near the parks. 7-night Serengeti plus Ngorongoro at budget level: approximately USD 1,400–2,100 per person excluding flights.

Mid-range lodge safari (USD 350–600 pp/day): lodges and bandas on or near the parks, full board, driver-guide, shared or private vehicle. 7-night northern circuit at mid-range: approximately USD 2,450–4,200 per person excluding flights.

Luxury tented camp or private camp (USD 500–1,500+ pp/day): private vehicle, typically 2–4 people, premium tents, often in private concessions with off-road game-drive access, alcohol sometimes included. 7-night luxury: USD 3,500–10,500+ per person excluding flights.

What is not in the price

Several costs land as surprises because they do not appear in the main quotation. Tips: non-negotiable, and the actual primary income for guides and camp staff. Guidelines: safari guide USD 15–20/person/day; driver (if separate) USD 10–15/pp/day; camp cook and staff USD 5–10/pp/day. A 7-night safari for two people with one guide and one driver works out to roughly USD 175–245 total in tips. Budget for this separately and carry it in small-denomination USD bills before leaving your last town.

Hot air balloon over the Serengeti: USD 599/person. Always separate, never in the standard package price. The most expensive optional add-on on most itineraries — spectacular but genuinely optional. Internal bush flights between airstrips run USD 150–300/person/segment depending on distance and airline. Alcohol: in mid-range lodges drinking water and soft drinks are usually included; alcohol is often charged separately at USD 5–12/drink. At luxury camps, full-board with drinks is frequently included — confirm before booking.

Where to genuinely save on a Tanzania safari

Timing is the biggest lever. The same lodge in February often costs 30–40% less than in August — and wildlife at Ndutu during the February calving season is often more spectacular than the high-season Serengeti crowds. A mid-range Serengeti lodge at USD 600/pp/night in July can cost USD 350–400 in February.

The southern circuit (Nyerere/Selous and Ruaha) costs 30–40% less than the Serengeti–Ngorongoro northern circuit for a comparable experience. Far fewer tourists — about 5% of the northern circuit volume — and certain species (wild dogs, sable antelope) are actually better represented. For visitors not specifically seeking the wildebeest migration, the southern circuit is a strong alternative.

Private safari for two: two people sharing a private vehicle pay only about 15–20% more per person than in a group, but get their own pace, no strangers in the vehicle, and more direct guide interaction. For couples, the upgrade is usually worth the cost difference. What not to cut: a cheap operator with old vehicles, weak guides, or hidden fees saves upfront and costs later. Minimum quality markers: certified guide, vehicle under 5 years old, clear fee disclosure before booking.
